Director
Dr. Anita M. Halvorssen , a Norwegian national, is an international lawyer. Dr. Halvorssen teaches International Law in the Political Science Department of the University of Colorado and is a
Adjunct Professor
at Law at the University of Denver, College of Law, where she teaches Sustainable Development and Trade in addition to Global Climate Change Law and Policy. Dr. Halvorssen was formerly a Senior Executive Officer at the Royal Ministry of Environment in Norway, and has worked at the law firm of Holme Roberts & Owen, in Denver, Colorado. She has also taught European Union Law at the School of Law and International Environmental Law at the School of Law and Political Science Department at the University of Colorado and was a Fellow at the Natural Resources Law Center (NRLC). Dr. Halvorssen received her first degree in law from the University of Oslo, Norway, and an LLM and a Doctor of the Science of Law (JSD) from Columbia University. She also holds a degree in agronomy from the Agricultural Academy in Oslo. Dr. Halvorssen is the author of Equality Among Unequals in International Environmental Law: Differential Treatment for Developing Countries (Westview Press, 1999), as well as several articles in the area of international environmental law.

Dr. Nancy Billica , a U.S. national, is a political scientist specializing in environmental policy and U.S. domestic politics. Dr. Billica was engaged in environmental research at the University of Arizona where she received her Master's degree in political science, as well as at Harvard University where she received her Ph.D., also in political science. She worked as a research assistant on the U.S. Senate Committee on Veterans' Affairs. Dr. Billica has been teaching environmental policy in the Political Science Department at the University of Colorado since 1998.
